VectorStock lists a Free vectors section right in its main menu. Those files come under the Free License, which grants royalty-free, worldwide and perpetual rights for evaluation and personal use. You may edit and recolor them for mockups, school projects or private work.
The line is drawn at money. Free licensed vectors cannot be used for commercial, promotional or resale purposes, and they cannot be shared on in vector form. If a design is headed for a client, an ad, a website or a product for sale, switch that image to the Pro License before it goes out.
Paid options come in three shapes. Pay-per-Image is USD $14.99 per vector, credits are USD $1 each with a $30 minimum, and the subscription starts from $9.99 a month on the annual plan. All of them carry the Pro License, which needs no credit line and has no print-run cap.
A sensible way to work is to build a draft layout with free files and confirm the look first. Then license only the vectors that survive into the final design, either one by one or through a plan if you download often. Free vectors are a testing ground here, not a trial of the paid library.

Are VectorStock free vectors really free?
Yes, the site has a Free vectors section whose files can be downloaded under the Free License. The license restricts them to evaluation and personal use.
Can I sell a T-shirt made from a free vector?
No. Free licensed content may not be used for commercial, promotional or resale purposes. Use a Pro licensed image for anything you sell.
Is the subscription a free trial?
The pricing page does not describe a free trial. It lists plans from USD $9.99 a month and says you can cancel anytime.
How do I turn a free file into a commercial one?
License the same artwork again through Pay-per-Image, credits or a subscription. Those downloads are covered by the Pro License.
