Run the numbers and a $200 cart saves $36 with the percentage versus $25 with the flat code. At $300 the percentage gives $54, just under the $60 code.

The two cross at roughly $333. Above that the percentage pulls ahead again, so a $400 cart saves $72.

In practice a cart just over $300 favors the flat $60, and most other totals favor 18%. Leave Final Sale items out of the sum.
